FACE TO FACE WITH COMMON MAN

 

The Department of Information and Public Relations which is popularly known as JANASANYOG has been working as the mouthpiece of the Government to reach to the people and to inform the Government regarding the public opinion. The Department is the linkage between the Government machinery and the people.

                                 

 

Administrative Set-up of the Department

 

The following administrative Establishments of the Department of Information and Public Relations are in existence in North Cachar Hills to administer, supervise and look after the day to day activities of the Department.

 

1.        Office of the Additional Director of Information and Public Relations (Hills), Assam, Haflong

 

The office is situated at Upper Bageter and was established in the year 1980 as the Zonal Head of North Cachar Hills and Karbi Anglong District for looking after the implementation of departmental activities. At that time, the responsibility of the office was planning, budgetary works and administrative works for both the Hill Districts of Assam. Later on as per MoU agreement in the year 1996, this office becomes the Zonal Head of the Department in N C Hills and in respect of the Karbi Anglong District, this office only controls the Non Salary Components under the Non Plan Sector.

 

 2.         Office of the District Information and Public Relations Officer (DIPRO), Haflong

 

District Information and Public Relations Officer (DIPRO) is responsible for implementation of the objectives of the Department in the District. The office was established in the year 1979 and the office is situated at the Old Dak Bunglow Building at Haflong in the office campus of Deputy Commissioner.

 

3.        Office of the Sub Divisional Information and Public Relations Officer (SDIPRO), Maibang

 

At the Sub-Divisional level the responsibility is lying with the Sub Divisional Information and Public Relations Officer (SDIPRO). The office was established in the year 1993 and is situated in a rented house at Maibang near Maibang Police Station.

 

  The Powers and duties of its Officer and employees:

 

·         The Additional Director of Information and Public Relations (Hills), Assam, Haflong, who is the Zonal Head of the Department in N C Hills is to administer, supervise and look after the day to day activities of the Department. The responsibility of the office is for planning, budgetary works and administrative works for N C Hills District of Assam.

 

·         District and Sub-divisional Information and Public Relations Officers are entrusted to function as ear and voice of the Government in the field level. These officers frequently organize various exercises to generate and mould public opinion in support of the policies of the Government through means of audio visual media etc.

 

·         District and Sub-divisional Information and Public Relations Officers also have the responsibility of preparing Speeches, Messages etc. for VIPs on all the important occasions. Moreover, coverage of Government functions and VIP programmes are also done by them.

 

·         The DIPRO and SDIPRO functions 365 days throughout the year and prepares, handles and disseminate official news backed by photographs, where necessary to the print and electronic media. Clarification etc. against faulty news and views published in the media are issued by them.

The procedure followed in the decision making process, including channels of supervision and accountability:

 

The Department of Information and Public Relations is under the Administrative control of the N C Hills Autonomous Council and all the staffs are under its control and deputed by the State government. As per the Government guidelines and as per the approval and recommendation of the N C Hills Autonomous Council the decision making process is done.

 

The main activities of the Department are: 

v      The Department of Information and Public Relations which is popularly known as JANASANYOG has been working as the mouthpiece of the Government to reach to the people and to inform the Government regarding the public opinion. The Department is the linkage between the Government machinery and the people.

v      Dissemination of news, features and articles regarding developmental schemes, relief, disaster, law and order and other programmes through print and electronic media, photo and Video documentation of all important events, publication of posters, booklets, Newsletter, production of TV quickies and CDs, have been regularly done for ensuring greater public awareness about Council’s  and Govt’s efforts for peace, progress and harmony. The Department is also providing Cinema Slides on various awareness topics regularly to the local Cinema Halls for screening.

The major achievements of the Department during last five years are: 

E-governance – The Only District Unit of Assam DIPR

v      A step forward in this direction the department has switched over to press release transmission system by e-mailing from September, 2006 in collaboration with the N C Hills District NIC Unit, Haflong. Internet and e-mail facilities are now available in the DIPRO office, Haflong for linking up print and electronic media. v      N C Hills DIPR have become the first District unit of the Department of Information and Public Relations in Assam to have its own district Website. Shri Mohet Hojai, the-then Executive Member of N C Hills Autonomous Council for Information and Public Relations etc. formally launched the website of N C Hills DIPR www.diprnchills.gov.in  at Haflong Cultural Hall on 29th March, 2008. The launching ceremony was attended by Shri Kulendra Daulagupu, the-then Executive Member of N C Hills Autonomous Council for Health and youth welfare, MAC Shri Moril Massa, Joint Director of Cultural & Publicity Shri Ramendra Langthasa and Cultural Officer Shri Pauramduing Jeme. For one stop source of N C Hills information and services on the web any one can log on to www.diprnchills.gov.in .This website contains detailed write-up on land, people, culture, history, literature, media and basic data of N C Hills. This website also contains Photo Gallery on land, people and culture of N C Hills, Election Record of the N C Hills Autonomous Council since 1952 to 2008, Photo and write-up on Tenth N C Hills Autonomous Council, departmental activities, News Room, article on N C Hills, N C Hills Teleguide and Speech Corner etc. In this website photographs were provided by Shri Kulendra Daulagupu, Shri R H Khan, Shri Sanjay Jidung, Shri Lalkam Hengna and Ms. Razia Sultana. Zahid Ahmed Tapadar is the concept, text and Website controller. This website was launched with the technical support from the N C Hills unit of National Informatics Centre (NIC).

v      With the active support of N C Hills NIC unit, important day to day information, news and photographs relating to N C Hills are also now available in the District Website link in the name “N C Hills this Week” and “Article of the Month”, which is updated by DIPRO, N C Hills. Any one can log on the website http://www.nchills.gov.in for this.

N C Hills Festival - The First Attempt

v    This year for the first time, in collaboration with the Cultural Affairs Department, the Department of Information and Public Relations has organized the CONFLUENCE-2008, the Festival of N C Hills at Haflong Cultural Hall from 28th March to 30th March, 2008. Artistes from all over N C Hills covering all communities, guest artistes from Bodoland Territorial Council, Karbi Anglong and Guwahati participated in the Festival of N C Hills. All N C Hills Essay Competition, All Assam Essay Competition and Quiz competition were organized among students in this connection. An Exhibition cum sale was also organized for three days which was participated by all ethnic communities and other Govt. departments like DRDA, IFAD, Social Welfare, Cultural Department and Information and Public Relations department. Other programme includes Multi Lingual Poets Meet, seminar and cultural presentations. Executive Member of Bodoland Territorial Council Shri Mahesh Basumatari inaugurated the Festival of N C Hills. It is noteworthy that, the N C Hills Festival-2008 which was termed as “CONFLUENCE” was a humble attempt of the N C Hills Autonomous Council to enrich, preserve and to highlight the cultural heritage of N C Hills, to enrich the literature of N C Hills and to promote a healthy understanding among the people living in N C Hills. This Festival was an attempt to inspire the local students to know about their own District and to give a platform to the students of other parts of the state to know about the richness of N C Hills by organizing various competitions in All N C Hills level and All Assam level. This Festival was an attempt to promote peace and tranquility and to bring cultural integration in the society and to create a congenial atmosphere in the District for excellence in all aspect. At the same time this Festival has been organized to acquaint the people of outside with the socio-cultural life of N C Hills people as well as to provide a platform to the local youth for exchange of ideas with their counterpart living in other parts of the state, thus creating a conducive atmosphere for healthy growth of mutual understanding between the people of the hills and the plains of Assam.

Conducted Press Tour – A Regular Activity

v    A Conducted Press Tour for the media persons form South Assam and Upper Assam was arranged by the department during the financial year 2006-07 to highlight the developmental activities, innovative initiatives and policies of N C Hills Autonomous Council. Seven Journalists from Silchar and three Journalists from Golaghat district representing both print and electronic media namely, The Statesman, Samayik Prasanga, Dainik Jugasankha, Dainik Sonar Cachar, Doordarshan, Amar Asom, Dainik Janasadharan and Edinor Sambad participated in the conducted press tour arranged for five days in the district. The team members are Tushar Kanti Nath, Milon Uddin Laskar, Nazmul Islam Tapadar, Debanjan Mukhopadhaya, Panchatapa Choudhury, Rahul Amin Laskar and Cameraman of DDK from Silchar and Manik Kumar Dev, Makhmud Ali and Mujib Ahmed from Golaghat district. The Journalists visited several development schemes and heritage places and had an interaction with the Deputy Commissioner and Principal Secretary of N C Hills Autonomous Council Anil Kumar Baruah and several other heads of development departments. They also participated in the cultural and literary programmes organized in this connection.

 

v    Another Conducted Press Tour for the Media Persons representing national dailies and regional dailies based at Guwahati was arranged by the department during 2007-08. Altogether 12 media persons representing Indian Express, Hindustan Times, The Telegraph, Assam Tribune, Asomiya Pratidin, Dainik Janambhumi, Dainik Batori, Dainik Asom, Punjab Tribune, North East Times and UB Photos participated in the four days conducted tour. During the press tour the Media persons covered the inaugural ceremony of Rajeev Gandhi Model Village at Guliabra established by the Department of Social Welfare, visited Bird Watching Centre at Jatinga, Fruit preservation unit of KANCH and Red Cross Hospital at Boro Haflong. The visiting Media persons also had a Press Meet at Haflong Circuit House with His Excellency, the-then Governor of Assam Lt. Gen (Retd.) Shri Ajai Singh.

 

Excellence in Publication – The Pride of N C Hills

v      N C Hills DIPR has created a record in the field of production of various items to highlight the district within a short span of last five years. No other District Unit of the Department of Information and Public Relations of Assam has the credit of such numbers of publications within such a short period.  Publication on N C Hills is an important activity of the Department.

 

v     To promote Tourism and  rich cultural heritage and tradition of the land, the Department have published four sets of  Photographic Post Card on the theme “The Colourful Land of N C Hills” , “The Colourful People of  N C Hills” , “ The Colourful Dances of N C Hills’’ and “The gorgeous Land of N C Hills”. Apart from these, the first Photographic CD from the district “The Colourful Land, People and Culture of N C Hills” and Self sticking Photo sticker VISIT BEAUTIFUL HAFLONG were also produced by the Department and distributed the same to tourists, tour agents of various parts of the country and Embassies of foreign countries and general public.

 

v     During last years, the Department for mutual understanding, peaceful co-existence and better communication among all the people has published one ‘”Multi Lingual Word Book” compiled and edited by Zahid Ahmed Tapadar in relevance of English, Dimasa, Zeme Naga, Hmar, Kuki, Biate, Karbi, Hrangkhol, Assamese and Bengali words, which is the first and a unique publication in this field. In this Multi Lingual Word Book Dimasa word arranged by Purnima Hakmaosa, Jeme Naga word arranged by Pauramduing Jeme and Wangneikambe Jeme, Hmar word arranged by Vanlal T Bapui and Lien Chawngtho Hmar, Kuki word arranged by Neingkhothling Doungel and Lalkam Hengna, Biate word arranged by Lalchonga Nampui and L Zovi Nampui, Karbi word arranged by Mujhari Ronghi, Hrangkhol word arranged by Pailien Hrangkhol and Lalfimbul Hrangkhol and Assamese word were arranged by Shabana Rahman Choudhury.

 

v     Apart from this publication, six other important books like “Sixth Schedule to the Constitution of India & MoU”, Multi coloured pictorial book “N C Hills: The Paradise on Exploration” written by Zahid Ahmed Tapadar, Bamboo Treasure of N C Hills” written by Khupjang Doungel, Multi coloured pictorial book “Incredible N C Hills Through Lens” written by Zahid Ahmed Tapadar,Festivals of N C Hills Vol. I andFestivals of N C Hills Vol.IIcompiled and Edited by Zahid Ahmed Tapadar were also produced by the department during these years. In these two books articles on festivals of the people of N C Hills were provided by Ramdina Lalsim, Pauramduing Jeme, Vanlal T Bapui, Neingkhothling Doungel, Lalphirthang Hrangkhol, Buithan Rongmei, Royal Rongmei, Mojari Ronghi, L Pianga Darnei, Sylvia Suchiang, Ginthang Vaiphei and S T Kapa Vaiphei. 

 

v    The Department also produced the Wall hanging Map of N C Hills and Photo laminated Map of N C Hills. These Maps were distributed in all the educational institution, Govt. offices and to general public for better understanding the district.

v    The “N C Hills Teleguide” is a regular publication of the Department from 2004-05 apart from the regular publication of quarterly multi-colour official Journal of NCHAC “N C Hills Newsletter” from the year  2004-05.

v During the year 2008-09, “Hasao Bubli”, the Bi-Lingual (in English and Dimasa) official monthly Newspaper of the Department was again revived as per the direction of N C Hills Autonomous Council but after publication of five issues the publication was stopped due to technical problem.

     v During the year 2008-09, the Department also produced a good number of Exhibition materials for highlighting the rich culture, heritage and tourism potential of the District.

FLS System - The Largest Network In The State of Assam

 

v      The Department has already installed the Fixed Loud Speaker System (FLS) network at Haflong. The FLS System covers the Greater Haflong town area from Sarkari Bagan to Tourist Lodge area covering PHE Colony, Civil Hospital, Transport Station, Agriculture complex, New Gunjung, Convent Road, Dibarai, DSA Ground, Ramnagar, Council Colony, Songpijang, Railway Colony, Main Market, Taxi Stand, Hagjer Nagar, College Road and a portion of Muolhoi village. Altogether 72 numbers of Horn units covering 14 Sq. Km was installed at Haflong. Apart from all the important announcements of public utility, daily evening news of All India Radio, Guwahati is regularly transmitted through FLS at Haflong. It is a matter of pride that, the FLS System of Haflong is having the largest FLS network connection in the entire state of Assam.

 

v    At Maibang also the Department has installed the Fixed Loud Speaker System (FLS) network. The FLS System covers the Greater Maibang town area. Altogether 18 numbers of Horn units were installed at Maibang. Apart from all the important announcements of public utility, daily evening news of All India Radio, Guwahati is regularly transmitted through FLS at Maibang.

 

v    The Fixed Loud Speaker System (FLS) is one of the direct media through which the Government can reach to the general people. Any kind of information and notices which has public utility can be transmitted easily and directly to the people. So, the installation of FLS System at Haflong and Maibang not only brings the administration closer to the people but also helps in proper maintenance of law and order situation.

 

v      For causing publicity of important events, programmes, opinions etc. other than political and religious matters, any one may convey to or to contact with the DIPRO, Haflong or SDO (Civil), Maibang.

Fixed Public Address System – A New Initiative

v During the year 2008-09, the Department has installed Fixed Public Address System at Haflong DSA Ground which benefits smooth organizing of the national days and other important occasions. This is thefirst attempt of this kind. 

TV & DTH Distribution – A New Initiative 

v    During 2007-08 the Department also provided TV Sets with DTH to voluntary organizations and educational institutions covering all the constituencies of N C Hills Autonomous Council. These items were centrally provided by the Directorate of Information and Public Relations, Assam from Guwahati.

PR Activities – The Non Stop Activity

v      Public Address System has been regularly provided to all Govt. meetings, seminars, field programmes and functions. Public Address System has been also provided free of cost to non Govt. programmes other than the religious and political nature.

 

v     Field publicity activities have been maintained to ensure positive public opinion for smooth implementation of welfare and developmental schemes.

 

v    The Department of Information & Public Relations has been making all – out efforts to popularize the development schemes, plans and policies of the North Cachar Hills Autonomous Council and the State Government and for enlisting people’s constructive co-operation in their successful implementation.

 

v      The Department has been constantly endeavouring to forge greater progressive unity and harmony among all communities and all sections of people of N C Hills through sustained and subtle use of all modes of PR exercises.

 

v      The Media has been playing a pivotal role in successfully backing and supplementing the Council’s efforts for peace and progress in the District by moulding public opinion against the terror and violence through sustained and well-coordinated exercises of the Department.
